This writ petition is presented under Article 226 of the Constitution of India assailing the order dated 30.09.2022 passed in Application Nos.657 to 662 of 2022 and Application Nos.5316 to 5476 of 2021, whereunder the petitioners’ challenge to the Karnataka Revenue Subordinate Branch Services (Recruitment)(Amendment) Rules, 2021, For short ‘ Amendment Rules 2021’, notified under Notification dated 12.10.2021 is rejected.
2. Brief facts of the case are that the petitioners are working as Second Division Assistants, For short ‘SDA’ and respondents No.9 to 12 are working as Village Accountants, For short ‘VA’ in the Revenue Department. For both posts of SDAs and VAs, the next promotional post is First Division Assistant (for short ‘FDA’) or First Division Revenue Inspector (for short ‘FDRI’). The petitioners (SDAs) and private respondents (VAs) are governed by the Karnataka Revenue Subordinate Branch Services (Recruitment) Rules, 1977, For short ‘Rules,1977’. In terms of Rules, 1977, method of recruitment to FDA including FDRI reads as under:
