The constitution and dissolution of a Development Committee under Rule 40-B must be justified and adhered to as per legal stipulations; arbitrary cancellations are impermissible.

Headnote:The petitioners, members of a Development Committee appointed for the renovation of Sri Anantha Padmanabha Temple, challenge the cancellation of their committee by the Commissioner based on Rule 40-B of the Karnataka Hindu Religious Institutions and Charitable Endowments Rules, 2002, which governs the establishment and duration of such committees. The court finds that the cancellation was unreasoned and arbitrary, necessitating a fresh review of the committee's purpose under the statutory framework.
