Facts of the case:
Petitioners are dealers/purchasers of tractors and construction equipment vehicles who were denied registration by authorities based on cut-off dates specified in notifications GSR 201(E) and GSR 850(E) under the Central Motor Vehicles Rules, 1989. Petitioners contended that vehicles were sold prior to the cut-off dates and sought registration despite the system-related delays or expiry of original windows, relying on judicial precedents and the fact that timelines were repeatedly extended by the government.

Findings of Court:
Registration is a mechanical process once the conditions under Rule 115A(9) are met. The court found that the government’s extension of timelines for emission standards confirmed the flexibility of the implementation dates and directed the authorities to enable the portal processing and completion of registration within a specified timeframe.

Issues: Whether the petitioners are entitled to seek registration of their vehicles despite the expiry of the original cut-off dates considering the subsequent extensions granted in the regulatory timeline.
