JUDGMENT
The petitioner is a Private Limited Company. They have approached this Court seeking a direction to respondents 1 to 5 to afford effective protection for conducting quarrying operations in the quarrying site covered by Exhibit-P2 to Exhibit P10 permits and licenses to enable them to transport rock boulders from the quarrying site to the site of Vizhinjam International Seaport project and also for barrier free ingress and egress to the quarrying site from any obstructions or threat caused by respondents 6 to 10 or their men.
2. The petitioner states that they have been selected as the Concessionaire for the Design, Build, Finance, Operate and Transfer (DBFOT) of Vizhinjam Seaport Project which is a major infrastructure project of the Government of Kerala developed in Public Private Partnership (PPP) mode. The concession agreement was entered into between the petitioner and the Government of Kerala on 17.8.2015. The estimated cost of Phase I of the project is Rs.5552 Crores. Out of the above, Rs.1463 Crores has been earmarked for the funded work, which include construction of breakwater and a sum of Rs.4089 Crores for the Public Private Partnership Component.
