JUDGMENT
The petitioner, who is a resident of Kochuthope at Vallakkadavu in Thiruvananthapuram District has filed this writ petition under Article 226 of the Constitution of India seeking a writ of mandamus commanding the 1st respondent Corporation to implement Ext.P7 order dated 07.09.2013 issued by the 5th respondent Health Inspector, whereby the 4th respondent, who is conducting 'Le Blue Copper's Kennel' in the compound of his residential building T.C.No. 34/1715(3) at Kochuthope, was directed to close down the kennel within 48 hours or face prosecution, in case he fails to do so. Petitioner has also sought for a writ of mandamus commanding the 1st respondent to initiate disciplinary proceedings against the 5th respondent Health Inspector, for non-implementation of Ext.P7 order.
2. Going by the averments in the writ petition, the petitioner is residing at Kochuthope in Thiruvananthapuram District, which is a thickly populated residential area. The 4th respondent, the petitioner's neighbour, is running a kennel at his residence, which is causing health hazard to the local residents.
