This original petition is filed by the applicant in TA No.87 of 2014 before the Kerala Administrative Tribunal, challenging the order dated 23.03.2018. The petitioner was a Lower Division Clerk in the Panchayat Ministerial service who preferred WP(C)No.8869 of 2008, aggrieved by the departmental proceedings initiated against him, which culminated in the imposition of a major punishment of barring of three increments with cumulative effect. The above writ petition was transferred and re-numbered after the constitution of the Tribunal.
2. The petitioner was served with Ext.P1 memo of charges dated 29.10.2003. The substance of the allegations was that the petitioner conspired with a building designer one Sri.Gopakumar to create false documents, whereby a building permit was granted to one Sanalkumar. Completion certificate and also the ownership certificate were issued to Sanalkumar for a building in which he was a tenant and which was owned by one Alexander. In the enquiry the petitioner was found guilty of the charges, after issuing Ext.P3 show cause notice intimating tentatively of the decision to impose a punishment of barring of three increments with
