This original petition is filed by the applicant in TA No.87 of 2014 before the Kerala Administrative Tribunal, challenging the order dated 23.03.2018. The petitioner was a Lower Division Clerk in the Panchayat Ministerial service who preferred WP(C)No.8869 of 2008, aggrieved by the departmental proceedings initiated against him, which culminated in the imposition of a major punishment of barring of three increments with cumulative effect. The above writ petition was transferred and re-numbered after the constitution of the Tribunal.

2. The petitioner was served with Ext.P1 memo of charges dated 29.10.2003. The substance of the allegations was that the petitioner conspired with a building designer one Sri.Gopakumar to create false documents, whereby a building permit was granted to one Sanalkumar. Completion certificate and also the ownership certificate were issued to Sanalkumar for a building in which he was a tenant and which was owned by one Alexander.
