This appeal is directed against the judgment dated
28.07.2021 in W.P.(C) No.28583 of 2020. The appellant was the petitioner in the writ petition.

Kannur University (the University) issued Ext.P1 notification on 3.10.2019 inviting applications online for selection for appointment to the post of Assistant Professor in Biotechnology and Microbiology. There was only one vacancy. The eligibility criteria and methodology for selection were as prescribed in the University Grants Commission Regulations on Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education, 2018 (the Regulations). Out of the 131 applicants, 123 applicants including the appellant were short-listed for interview, after which, the fifth respondent who secured first rank in the selection was appointed. The appellant could secure only 66th rank in the selection. According to him, the assessment criteria should have been as prescribed in Tables 1, 2 and 3A of Appendix II to the Regulations, and the selection was not in accordance with the same.
