JUDGMENT
In the above-captioned Writ Petitions, the petitioner impugns Exhibit P3 communication dated 02.08.2019 issued by the 1st respondent, by which the Sub Registrar, Marayoor has been directed to obtain prior permission from the 1st respondent before registering any Sale Deed in respect of properties situated in Marayoor Village. As identical issues are raised, both these Writ Petitions are taken up and disposed of together.
2. The petitioner states that he is in absolute ownership and possession of small tracts of land situated within the limits of Marayoor Village as is evident from Exhibit P1 Deed produced in both the cases. He has decided to assign his respective properties, for which purpose, he approached the 2nd respondent for registering Sale Deeds. He was informed that Exhibit P3 communication has been issued by the 1st respondent directing his subordinates that he need to obtain prior permission/NOC from the 1st respondent before registering the sale of properties that are situated in Marayur Village.
