As both the Original Petitions relate to the same issues involving the same official concerned and as the order passed by the respondents in the O.A in compliance with the directions in the verdict in the first O.A [O.A No.826/2016], had been challenged in the second O.A, these cases are disposed of on the basis of this common judgment. For the sake of easy reference, the annexures and documents as marked in O.P(KAT) No.195/2018 [arising out of the final order in O.A (Ekm.)No.1564/2017], will be referred to in this judgment unless otherwise indicated. The sole respondent herein in both these O.Ps is the original applicant in the two O.As, will be referred for convenience as 'the original applicant'.

2. The original applicant is a differentially abled person. He had applied for appointment to the post of Lower Division Clerk (LDC) in Pathanamthitta District pursuant to the selection proceedings initiated by the District Collector for appointment as against 3% vacancies reserved for physically handicapped persons.
