The Vice Chancellor of the university has exclusive powers under Section 14 to call and cancel meetings, making decisions post-cancellation null and void, and interim relief that amounts to final relief is impermissible.

Headnote:(A) APJ Abdul Kalam Technological University Act - Section 14 - Interim relief - Intra court appeal against an interim order not granting stay on nullification of decisions taken after the Vice Chancellor called off a Syndicate meeting - The Vice Chancellor's unilateral decision to cancel the meeting was upheld, emphasizing adherence to established protocols and collective decision-making. (Paras 1-7)

(B) Powers of Vice Chancellor - The Vice Chancellor holds exclusive authority to call and cancel meetings, and actions taken post-cancellation are deemed null and void. (Para 4)

(C) Interim Relief - The court ruled that granting interim relief that amounts to a final decision is impermissible. (Para 7)

Facts of the case:
The appellant, a member of the Syndicate, challenged the Vice Chancellor's order nullifying decisions made at a meeting called off prematurely, arguing that the Vice Chancellor did not have the authority to annul the proceedings.

Findings of Court:
The court found that the Vice Chancellor acted within his powers under the Act and that the appeal lacked merit.

Issues: The main issues included whether the Vice Chancellor had the authority to annul the Syndicate's decisions and the appropriateness of granting interim relief.

Ratio Decidendi: The court determined that the Vice Chancellor's powers under Section 14 of the Act were exclusive and that the appeal did not warrant interference as the interim relief sought would effectively grant final relief.

Result: Writ appeal stands dismissed.
