J U D G M E N T

The petitioner has approached this Court seeking for the following relief :

issue a writ of mandamus or such other writ or direction directing the respondents grant permission to the petitioner to participate in the intercollegiate football tournament which is situated on 1/11/2016

2. According to the petitioner, he is not permitted to participate in the University men football team, since he did not write the 3rd year examination. According him, he rejoined the College during the 3rd year and intends to represent the Calicut University. The petitioner submits that the restriction imposed as per Ext.P1 Revised Eligibility Rules virtually curtails his right to participate in the intercollegiate football tournament which is to be held on 01.11.2016.

3. The learned Standing Counsel appearing for the respondent University submits that revised guidelines had been issued by the Association of Indian Universities and common guidelines have been issued for the present academic year. As far as the petitioner is concerned, the restriction imposed is with reference to Clause A(c)

(i), which reads as under :

“Not more than five years after passing 10+2 or equivalent examination while
