JUDGMENT

The petitioner has come up with this Writ Petition seeking the following reliefs:
“i) to direct the first respondent panchayath to complete the construction of the road within a frame work without diverting the funds allotted to Koodaranji.P.O Junction-Karimkutty Junction Bye-
ass road.
ii) to issue a direction to the second respondent to complete investigation on the allegations made by the 3rd respondent and proceed according to law without any further delay.
Iii) allow such other writs order or direction which this Hon'ble Court may deem fit and proper in the circumstances of this case in the interest of justice.”
2. According to the petitioner Association, though a sum of Rs.11 Lakhs was allotted for the construction of the Koodaranji Post Office Junction-Karimkutty Bypass Road, except soil WP(C).7922/12 excavation, nothing else was done, though heap of material was found by the side of the road. According to the petitioner, as there was a complaint made by the third respondent, some investigation came to be made by the Vigilance Department with regard to misappropriation of amount by the contractor, to whom the tender was given by the first responden
