JUDGMENT

The above Writ Petition is filed with the following prayers:

“1. To issue a Writ of certiorari calling for the originals of Exhibit P11 and to quash the same.

2. To declare that the petitioner is entitled to get a non-availability certificate as contemplated under Rule 13(3) of the Kerala Registration of Births and Deaths Rules 1999 on the basis of Exhibit P1. 3. To issue a writ of mandamus order or direction to the 2nd respondent to issue a non-availability certificate with respect to the registration of the birth of the petitioner as per Rule 13(3) of the Kerala Registration of Births and Deaths Rules 1999 on the basis of Exhibit P1.

4. To Grant such other Reliefs as this Hon'ble Court deems lit and proper in the circumstances of the case.”[SIC]

2. The main prayer in this writ petition is for a direction to respondents 1 and 2 to issue a non- availability certificate with respect to the registration of the birth of the petitioner.
