O R D E R

This Criminal Miscellaneous case is filed under Sec. 482 Cr.P.C. with the following prayers :

“i) to direct the respondent No.1 to ensure an effective mechanism for bifurcation of law and order wing and crime detection wing in State of Kerala;

ii) direct the respondents to take measures to provide functional autonomy for the police force and all investigation agencies in the State including the Police and Vigilance, by appropriate structural measures and other measures;

iii) to direct speedy, and effective impartial investigation into the death of Sri.Sreekanth Mohan untrammelled by the stand in the report now filed by the police in this regard in W.P(c) No.19214/2013;

iv) to direct the respondent to implement the directions in para 31 in Prakash Singh v. Union of India (2006) 8 SCC 1 in the State of Kerala.”

2. The petitioners also filed W.P.(C.) No. 19214/2013 before this Court with following prayers :

“(i) To issue a writ of mandamus directing the respondent No.5 to take up the investigation into the death of deceased Sreekanth Mohan on 30.11.2012;

ii) To issue a writ of mandamus directing the 2nd respondent to ensure that an investigation is conducted to the death of Sreekant
