The petitioner, who claims ownership of 2.27 cents of land in Sy.No.61/6 of Kannan Devan Hills Village (KDH Village), which is presently in Munnar Village of Devikulam Taluk in Idukki District, has filed this writ petition under Article 226 of the Constitution of India, seeking a writ of mandamus commanding the 3^rd respondent Tahsildar, Devikulam Taluk and the 4^th respondent Village Officer, Munnar to accept Ext.P8 application dated 09.04.2024 made for issuance of location sketch and ownership certificate in respect of the said property, as expeditiously as possible, within a time frame to be fixed by this Court.

2. The document marked as Ext.P1 is a tax receipt dated 03.07.2023 issued from the Village Office, Munnar in respect of the land in Sy.No.61/6 of Munnar Village, for the year 2023-24. The document marked as Ext.P2 is a communication dated 13.09.2013 issued by the Secretary of the additional 5^th respondent Munnar Grama Panchayat to Armugham, the father of the petitioner granting permission for strengthening the walls of building No.9/24 situated in 2.27 cents of land in Sy.No.61/6 of Munnar Village and for changing the existing roof of that build
