JUDGMENT

W.P.(C)No.28149 of 2021 was filed by petitioners 1 to 4/respondents 1 to 4 herein who are the students of B.A. (Political Science) in the Sree Narayana College (hereinafter called as 'S.N.College'), Chempazhanthy, Thiruvananthapuram belonging to different batches. There were mass complaints against the appellant/6th respondent in the writ petition, from female students regarding various forms of sexual harassment. For entertaining the complaints College constituted an Internal Complaint Committee (ICC), constitution of which was not correct for, it had to be as per the provisions of University Grants Commission Notification dated 2nd of May, 2016. Clause 4 of the noti follows:-
“4. Grievance redressal mechanism.-(1) Every Executive Authority shall constitute an Internal Complaints Committee (ICC) with an inbuilt mechanism for gender sensitization against sexual harassment. The ICC shall have the following composition:-
(a) A Presiding OfÏcer who shall be a woman faculty member employed at a senior level (not below a Professor in case of a university, an
