The petitioners, who are conducting business in shop room Nos.5 and 7 of Oachira Devaswom Shopping Complex Building owned by Oachira Devaswom, which is under the management of Travancore Devaswom Board, have filed this writ petition under Article 226 of the Constitution of India, seeking a writ of certiorari to quash Ext.P6 order dated 22.05.2020 issued by the 1st respondent Board to the extent it stipulates collection of rent as per Delhi Schedule of Rates (DSR), i.e., collection of rent in excess of ‘plinth area basis’, adopted for fixing rent in respect of other rooms in the shopping complex at Oachira. The petitioners have also sought for a writ of mandamus commanding the 4th respondent Administrative Officer, Oachira Devaswom to consider Ext.P4 representation dated 24.07.2020 made by the 1st petitioner and Ext.P5 representation dated 08.07.2020 made by the 2nd petitioner and take a decision thereon in accordance with law and equality principles.
