JUDGMENT
Dated this the 8th day of December, 2021 The petitioner is before this Court seeking to command the respondents to act upon Ext.P2 application within a time limit and to declare that the petitioner is entitled to have the name changed from “Praseed Narayanan” to “Praseed Narayanan Nair” in the records, including Ext.P1 maintained with the respondents.
2. The petitioner’s name originally was “Praseed Narayanan”. The petitioner effected change in the name as “Praseed Narayanan Nair” as per Ext.P6 Gazette Notification. The petitioner thereafter approached the 2nd respondent to make corrections in Ext.P1 Certificate of Marriage. The 1st respondent Sub Registrar declined the application submitted by the petitioner as per Ext.P9, stating that a Marriage Officer has no authority to make any changes in the Certificate of Marriage after 30 days.
3. The learned counsel for the petitioner submits that with all bonafide, the petitioner has changed his name and the Village Officer has issued Ext.P7 evidencing that “Praseed Narayanan” and “Praseed Narayanan Nair” is one and the same person.
