J U D G M E N T
A third year MBBS student of Northern State Medical University in Russia has filed this Writ Petition aggrieved by the inaction of the respondent Banks in processing her application for education loan. As at present her grievance is against respondents 1 and 2.
2. It is stated that the petitioner, who hails from a middle class family of Viswakarma Community, passed her higher secondary examination in the year 2016. She got admission for MBBS in a medical University in Russia in the academic year 2018-19. She passed the first and 2 nd year examinations of the six years' course which is due for completion in 2024. As the family of the petitioner finds it difficult to pay the annual fee @ 5200 US dollars, the petitioner submitted Ext.P6 application for educational loan in the Vidyalakshmi portal. It is stated that on direction from respondents 2 and 4 she had approached them and offered security of 8.20 ares of land with a double storeyed building in the name of her father, covered by Exts.P7 and P8 tax receipts, Ext.P9 possession certificate and Ext.P10 encumbrance certificate.
