JUDGMENT

The petitioner is the owner of a motor vehicle bearing Registration No.KL-06-A-7977. The said motor vehicle was seized by the first respondent on 13.3.2014 on the allegation that it was used to transport river sand without a valid pass. It is contended that though immediately after seizure Ext.P1 mahazar was prepared and it is stated therein that river sand was being carried in the petitioner's motor vehicle, it was actually not carrying river sand but only ordinary sand. The writ petition proceeds to state that though the petitioner has filed Ext.P3 representation before the Revenue Divisional Officer, Thirur requesting him to have the sample of sand analysed, till date the sample has not been analysed. In this writ petition the petitioner prays for an order directing the Revenue Divisional Officer, Thirur to dispose of Ext.P3 representation and to complete the final adjudication within a time limit to be fixed by this Court.
