JUDGMENT

This writ petition has been filed seeking issuance of a writ of mandamus commanding the respondents 2 to 4 to close down the business unit belongs to respondents 5 to 7, functioning in the name and style M/s. Excel Chemicals in terms of Exts.P7 and P8 closure intimations. A perusal of Exts.P7 and P8 would reveal that the unit in question has been functioning without obtaining valid permits from the third respondent Pancayath as also consent to operate from the 4th respondent. Taking into account the nature of the activities there cannot be any doubt with respect to the position that such activities could not have been and should not have been conducted within the limits of the 3rd respondent Panchayath without obtaining valid permit from the third respondent and also the necessary consent to operate from the 4th respondent. When once it is evident that the permit and the consent to operate are lacking there cannot be any doubt with respect to the position that respondents 5 to 7 are running it illegally. Taking note of the said circumstances this Court passed an W.P.(C) No.12283 of 2014 order on 13.5.2014 directing the respondents to take appropriate action in case responde
