The petitioner seeks to direct the respondents to sanction and disburse the amount of ₹5,45,250/- being the amount expended by the petitioner for the Multi Engine training at Madhya Pradesh Flying Club Limited, with interest.

2. The petitioner is a person belonging to Scheduled Caste Community. The petitioner has undergone Civil Pilot Licence Course and Training. The petitioner is aggrieved by the denial of scholarship for the Commercial Pilot Licence Training for Multi Engine course and Simulator Training at Madhya Pradesh Flying Club Limited.

3. The petitioner submits that he participated in the Common Entrance Examination for the Commercial Pilot Licence conducted by the Rajiv Gandhi Academy for Aviation Technology, which is a Government of Kerala Institution and came out successfully. The Course/Training for Commercial Pilot Licence consists of Single Engine and Multi Engine non-jet aircrafts Training. In Kerala, only Single Engine Training facility is available.
