JUDGMENT
This writ petition was filed seeking to quash Exts. P10 and P11 notices issued by the Secretary of the respondent Corporation with respect to room Nos.31 and 34 of its shopping complex. Licenses with respect to the rooms were obtained by the deceased 1st petitioner. The 1st petitioner was a person su Cerebral palsy. The 2nd petitioner is the mother of the 1st petitioner. Rooms were obtained for conducting private industrial training institute. Notices were issued by the Corporation when the petitioner failed to pay the license fee.
2. During the pendency of this writ petition the 1st petitioner passed away. The 2nd petitioner sought to further prosecute the writ petition in her capacity as the legal heir of the deceased 1st petitioner.
3. The learned Counsel for the petitioner submitted that the 2nd petitioner is prepared to remit the arrears. However, there is lack of clarity regarding the amounts demanded by the Corporation. According to the 2nd petitioner the Corporation is not entitled for claiming penal interest. It is submitted that, no detailed calculation statement was provided by the Corporation explaining as to how the amounts demanded in the notices wer
