JUDGMENT
The petitioner is the registered owner of a lorry bearing Registration No. KL-52-Q-9646. The vehicle was confiscated by the District Collector, Thrissur, 1st respondent, vide Ext.P1 order, alleging violation of the provisions of the Kerala Conservation of Paddy Land and Wetland Act , 2008. Challenging Ext.P1, the petitioner approached the District Court, Thrissur in C.M.A.No.65/2024 and filed I.A No.4/2024 for interim custody of the vehicle. The trial court, after hearing both sides, passed Ext.P4 ordering interim release of the vehicle on conditions. The following conditions were incorporated in Ext.P4:
“1. The petitioner shall execute bond for Rs.6,00,000/- (Rupees six lakhs only) each with two solvent sureties each for the like sum to the satisfaction of the jurisdictional court.
2. Both sureties shall produce solvency certificate issued by competent authority to substantiate that the sureties are solvent to the extent of bond.
3. Before releasing the vehicle four photographs of the vehicle from four side has to be produced therein registration number of the vehicle is to be visible.
4. The petitioner shall not cause any alteration of the vehicle and shall not alienate the
