JUDGMENT
Dated this the 19th day of September, 2025 The petitioner states that the Building Permit application submitted by the petitioner is not being processed by the Vijayapuram Grama Panchayat. The Panchayat has issued Ext.P3 communication directing the petitioner to produce Access Permit from the National Highway Authority of India.
2. The petitioner states that as per Ext.P4 sketch appended to the Building Permit application, there is access road on the northern and southern sides. On the northern side, there is a Panchayat road.
3. Standing Counsel for the National Highway of India would submit that on the southern side National Highway is passing. The maintenance of the said Highway is with the State Government authorities and for Access Permit, the petitioner will have to approach the said authorities.
4. Be that as it may, from the pleadings, I find that the petitioner has alternative access through the Panchayat road. Therefore, the 2nd
