JUDGMENT
The above Writ Petition (C) is filed with the following prayers:
" i. issue a writ in the nature of Mandamus or any other writ or order or direction directing the 2nd respondent to issue the occupancy certificate and number the building of the petitioner within a reasonable time fixed by this Hon’ble Court.
ii. issue an appropriate writ in the nature of Mandamus or any other writ or order or direction directing the 2nd respondent to issue a deemed occupancy certificate under Rule 20(3) Third Proviso of the Kerala Municipality Building Rules, 2019, and number the building.
iii. issue appropriate writ or order or direction declaring that the petitioner is entitled to deemed occupancy under Rule 20 (3) Third Proviso of the Kerala Municipality Building Rules, 2019, and number the building for the reason that the Municipality has not acted upon the completion certificate within the statutory period under Rule 20 of the Kerala Municipality Building Rules, 2019 and n
