JUDGMENT The petitioner acquired Medical Degree from the ‘Georgia Medical University’, Georgia. The petitioner has approached this Court seeking a direction to respondents 2 and 3 to permit submission of her application and to appear for Foreign Medical Graduate Examination (FMGE), without insisting to produce her NEET-UG (2019) Score Card.

Learned Counsel for the petitioner submits that the petitioner had qualified in the NEET UG Exams held in 2019 and although issued with score card, the card has been misplaced/lost and cannot therefore be uploaded along with the application for FMGE. To practice medicine in India, medical graduates who have acquired qualification from Foreign Universities have to qualify the FMG examination conducted by the National Board of Examinations in Medical Sciences (NBEMS). To appear for the FMG Examination, the petitioner has to qualify NEET- UG and produce the score card. Even though petitioner requested the 1^st respondent National Testing Agency (NTA) to issue duplicate of the score card, the request was rejected on the premise that the records of NEET-UG Exams are preserved only for 60 days from the date of declaration of results. Finally, the learned counsel submitted that, unless respondents 2 and 3 are directed to accept the application of the petitioner and permit her to appear in the FMGE, she will be put to undue hardship.

The 3^rd respondent resisted the writ petition by pointing out that in terms of Clause 4.11 of the Information Bulletin of FMGE, June, 2025, only candidates having requisite eligibility are allowed to appear in the examination. As per Clause 8.14.6, the candidates have to upload the score card for qualifying NEET-UG in lieu of Eligibility Certificate (EC), if admission in Primary Medical Qualification was obtained on or after May, 2018. It is submitted that the role of NBEMS is limited to conducting the FMG Examination and issuing Pass Certificates to qualified candidates, after verification of their original credentials and Face ID/Biometric verification.

4. The learned counsel for the 1^st respondent submitted that the records of NEET-UG will be preserved only up to 60 days from the date of declaration of the results. This was made clear in the Information Bulletin issued in connection with NEET-UG (2019) itself. The score cards of all candidates, including the petitioner, in NEET- UG (2019) were issued online on 05.06.2019. It is also submitted that the details of the petitioner is available in the database of the 1^st respondent.

The particulars above makes it apparent that the petitioner had qualified in NEET-UG (2019). In such circumstances, there need not be an insistence on production of the NEET-UG score card which, the petitioner submitd, has been misplaced/lost.

The Writ Petition is therefore disposed of by directing the National Board of Examinations in Medical Sciences to permit the petitioner to submit her FMGE application and appear in the Examination based on the extracted details provided by the National Testing Agency and without insisting on the petitioner producing/uploading the NEET-UG (2019) score card, provided the petitioner satisfies all other parameters.
