ORDER
Raja Vijayaraghavan V, J.
This report filed by the Special Commissioner pertains to the change of Police Controller at Sannidhanam during the Mandala–Makaravilakku festival season 2025–26.
2. On a perusal of the report, we find that the officer who has now been replaced by Sri. Krishnakumar R. had been serving as the Police Controller at Sannidhanam for a continuous period extending over two decades. We are of the view that the continued posting of the same officer in such a position of responsibility for such a prolonged duration can result in institutional entrenchment, adversely affecting transparency, efficiency, and the impartial administration of the affairs.
3. Be that as it may, since the said officer has now been replaced by Sri. Krishnakumar R., APSI, KAP-1, this Court deems it appropriate that the credentials, service record, and suitability of the newly appointed officer be duly examined to ensure that he possesses the integrity, competence, and temperament required for such an important assignment.
4. In view of the above, the Chief Police Co-ordinator, ADGP (HQ), Thiruvananthapuram, is impleaded as additional 8th respondent. The SSCR No. 34 of 2025 learned Government Pleader shall take notice.
5. The Registry is directed to carry out the impleadment.
6. The Chief Police Co-ordinator is hereby directed to furnish a comprehensive report to this Court detailing Sri. R.Krishnakumar's service inputs, including his performance, character, and conduct. The report shall also specifically indicate whether any adverse remarks, demerits, or disciplinary proceedings have been initiated against the officer during his period of service in the department.
7. Furthermore, the Chief Police Co-ordinator shall furnish the details of all police officers currently holding critical positions at Sannidhanam and Pamba, along with the duration of their respective postings. The list shall also include the names of all officers who have been continuously posted at Sabarimala for a period exceeding two years, together with details of their current assignments.
