JUDGMENT The petitioners have constructed a building consisting of ground + 2 floors and plinth area of 451.37m2, including the parking area. The Corporation has issued building numbers separately for each floor. The second floor is being used as a residential unit by the 1st petitioner and his family. The other two floors, i.e. ground floor and first floor, have been assessed in the special residence category. The petitioners are aggrieved by the refusal to provide water connection to the second floor used as residence in the domestic category, under Regulation 7(d) of the Kerala Water Authority (Water Supply) Regulations, 1991. The Water Authority rejected the petitioner’s application for domestic connection on the premise that, building is having five or more units or plinth area of more than 500m2, used for non-domestic purposes, should avail Contributory Street Main Extension (CSME) connection.
