JUDGMENT
This writ petition is filed seeking the following reliefs:
“1. To declare that the provisions of Rule 31 of the Kerala Panchayat Building Rules, 2019 have no application to construction on a small extent of land such as that owned by the petitioner, where no activity constituting ‘development of land’ as defined in Rule
2(ae) is involved.
2. Issue a writ of certiorari or any other appropriate writ, order or direction, quashing Exhibit P3 issued by the 2nd respondent, to the extent it directs the petitioner to obtain a land development permit/lay- out approval under Rule 31 of the Kerala Panchayat Building Rules, 2019.
3. To issue a writ of mandamus or any other appropriate writ, order or direction, commanding the respondents to allow Exhibit P2 application for building permit, without insisting on any land development permit.
4. To dispense with production of Malayalam documents produced.
5. To grant any other relief which this Hon’ble Court may deem fit in the facts and circumstances of the case.”
