1. This revision is filed by the opposite parties in C.C. No. 107/2019 of the Consumer Disputes Redressal Forum, Kasaragod (District Forum for short). They challenge the order passed by the District Forum in I.A. No. 241/2019 holding that the complaint was maintainable before the District Forum. The said petition was filed by the opposite parties contending that the complaint itself was not maintainable before the District Forum in view of the provisions of the Electricity Act 2003 and the Regulations thereunder. As per the order under revision, the said petition has been dismissed holding that the complaint was maintainable. The aggrieved opposite parties are the revision petitioners.

2. The respondent herein is the complainant before the District Forum. Heresides in a rented building. On 5.4.2019 a search was conducted in his premises by the Anti Power Theft Squad (APTS) of the Kerala State Electricity Board. It was detected that there was unauthorized connected load in the residential premises as well as unauthorized use of electrical energy. The allegation was that he was found to have been using electrical energy supplied for domestic use, for non - domestic purposes, thereby m
