JUDGMENT
The petitioner has approached this Court challenging Exts.P3 and P5 and seeking for a consequential direction to the respondents to issue a revised water bill to the petitioner with respect to consumer No.KL2/124/D.
The petitioner has a domestic water connection by the Kerala Water Authority. During 2021, the meter was found to be faulty. Thereupon Ext.P1 application for meter testing was filed by the petitioner. On 10.03.2022 the Meter Reader came and after verifying the meter, informed the petitioner that the meter reading shows excess reading and instructed the petitioner to raise complaint before the 2nd respondent. Thereupon Ext.P2 complaint was preferred by the petitioner before the 2nd respondent-Assistant Executive Engineer. Thereafter Ext.P3 bill was issued to the petitioner amounting to Rs.18,680/-. Thereafter the petitioner was informed that the matter has been placed in the Adalath and that he will be informed about the place, date and time
