JUDGMENT
This Writ Petition (C) is filed with the following prayers:
" 1. Issue a writ of certiorari or any other appropriate writ or directions quashing EXHIBIT P3.
2. Issue a writ to declare that the petitioners are not bound by Exhibit.P3 as the same has been issued without proper adherence to the provisions of law and without ascertaining true facts.
3. Issue a writ of mandamus or any other appropriate writ or directions commanding the respondents not to proceed against the petitioners on the basis of Exhibit P3.
4. Issue a writ of mandamus or any other appropriate writ or directions commanding the 3rd respondent construct a proper drainage to drain water from the property of the petitioners mentioned in Ext.P1 till the natural canal called ‘Ollarikkadu thodu’, across the panchayat road."

2. Petitioners are the joint owners in possession of property covered by Ext.P1, and as per the revenue records, the said property is a ‘purayidom’ is the submission. A ccording to the petitioner, the property covered by Ext.P1 lies lower than the neighbouring lands, and hence water from nearby areas flows to the property and fills it nearly up to the knee, especially during the rainy season.
