JUDGMENT
Dated this the 22nd day of January, 2026 This writ petition has been filed under Article 226 of the Constitution of India and the prayers herein are as under:
“(i) Issue a Writ of Mandamus or any other appropriate Writ, Order or Direction, directing 2nd respondent to conduct speedy and effective investigation in to Exhibit P5 Crime and file Final Report before the Court of Enquiry Commissioner and Special Judge, Thalassery, within a time frame fixed by this Hon’ble Court.
(ii) Petitioner also prays that this Hon’ble Court may be pleased to dispense with the English translation of the documents produced in the Vernacular Language.
And (iii) Issue such other reliefs as deem fit and proper by this Hon’ble Court in the facts and circumstances of the case.”
2. Heard the learned counsel for the petitioner and the learned Special Government Pleader.
3. It is submitted by the learned counsel for the petitioner that the investigation to be expedited within a time frame to protect the interest of the petitioner.
4. In response to the said submission, a report of the Investigating Officer dated 13.12.2025 has been placed, and as per which, the Investigating Officer seeks ten month period
