The petitioner has approached this Court seeking the following relief:
(i) To issue a writ of mandamus or direction t o t he 1 st respondent to consider Exhibit P4 representation a nd pass requisite directions to the Election Commission t o prepare and finalise the voters’ list of t he 2 nd respondent in consonance with criteria in the a pproved Scheme.
2. Sri B. Deepak, the learned counsel appearing for the petitioner, submitted that the petitioner had earlier preferred Ext.P3 raising specific grievances regarding the inclusion of ineligible persons in the preliminary voters’ list. It is further submitted that, thereafter, Ext. P4 representation was submitted before the Secretary, Cochin Devaswom Board, seeking appropriate directions to the Election Commission to finalise the voters’ list of the Ernakulam Tirumala Devaswom in strict compliance with the provisions of the Scheme and after duly considering the objections raised by the Yogam members to the preliminary voters’ list.
3. Sri. K. P. Sudheer, the learned Standing Counsel appearing for the Cochin Devaswom Board, submitted that one Mr. Rangadasa Prabhu had earlier approached this Court by filing WP(C) N
