JUDGMENT
This writ petition is filed seeking the following reliefs:
“1. Issue a Writ of Certiorari or any other appropriate Writ or direction or order setting aside the Exhibit-P6 Order of the respondent No. 2 and direct the respondent No. 2 to pass a fresh order exempting the building fee;
2. Issue a Writ of Mandamus or any other appropriate Writ or direction or order directing the respondent Nos. 6 and 7 to process the proposed building plan and the application for building permit in order to construct building in the landed property of the petitioner having an extent of 10.19 Ares in Survey Nos. 433/2-2, 433/5-5, 433/6-3 of Poonithura Village, Ernakulam District without insisting the payment of fee prescribed in terms of the condition in the Exhibit-
P6 Order;
3. Declare Rule 12 (9) of the Kerala Paddy Land and Wetland Rules, 2015 as ultra vires the provisions of the Act and the same has to be set aside;
4. Declare the implementation of the condition in the Exhibit-P6 Order that if the area of the building proposed to be constructed in the said landed property of the petitioner exceeds 3000 Sq.ft, then the petitioner has to a levy an additional fee of Rs.100/- (Rupees One Hundred onl
