JUDGMENT
The writ petition is filed with the following prayers:
“i. Issue a writ in the nature of mandamus or such other writ order or direction commanding the respondents to consider Exhibit P5& P6 representations and update the Standard Operating Procedures (SOP) in relation to transfer of ownership of the vehicle in the vahan.parivahan portal in the light of Exhibit P2 rules and Exhibit P3 circular by facilitating an authorized dealer of registered vehicles under Rule 55A of the Central Motor Vehicle Rules , 1989 to access the ‘application submission page’ by generating OTP in the mobile number of the authorized dealer of registered vehicles. ii. Issue a writ in the nature of mandamus or such other writ order or direction commanding the respondents to update the Standard Operating Procedures (SOP) in relation to transfer of ownership of the vehicle in the vahan.parivahan portal by facilitating the registration of the mobile number of the authorized dealer of registered vehicles under Rule 55A of the Central Moto
