The respondents in T.A.No.4912 of 2012 on the file of the Kerala Administrative Tribunal, Thiruvananthapuram, have filed this original petition, invoking the supervisory jurisdiction of this Court under Article 227 of the Constitution of India, challenging Annexure A4 order dated 21.12.2016 of the Tribunal in that Transfer Application. The said Transfer Application arises out of W.P.(C)No.11214 of 2008 filed by the respondent-applicant before this Court, invoking the writ jurisdiction of this Court under Article 226 of the Constitution of India, seeking a writ of mandamus commanding the respondents therein to treat the period under suspension and removal of the petitioner from service, i.e., 11.11.1998 to 31.12.1999 and from 20.09.2001 to 03.09.2007 as duty for all purposes, including pay and allowances; a writ of certiorari to quash Ext.P7 show cause notice dated 07.05.2008 and Ext.P9 order dated 11.07.2008; a writ of mandamus commanding the respondents to promote the petitioner to higher post without affecting his seniority in the department, with all service benefits/monetary benefits, which he would have been entitled to get had he not been suspende
