JUDGMENT
The above Writ Petition (C) is filed with the following prayers:
" i. To issue a writ of certiorari or any other writ, order or direction quashing Exhibits P3 and P5 orders as they are arbitrary, illegal and against the statutory provisions of Kerala Conservation of Paddy Land and Wetland Act, 2008 , and allow Exhibit P1 application filed by the petitioner.
ii. To dispense with the filing of translations of the vernacular documents produced in this Writ Petition.
iii. Issue such other writ, order or direction as may be just and necessary in the facts and circumstances of the case. "

2. The petitioner filed a Form 6 application in accordance with the Kerala Conservation of Paddy Land and Wetland Rules, 2008 (for short ‘Rules’). But, the same was rejected as per Ext.P3. The petitioner challenged the same by filing an appeal, the same was also rejected as per Ext.P5. Aggrieved by the same this writ petition is filed.
3. Heard the learned counsel for the petitioner and the learned Government Pleader.
The short point raised by the petitioner is that the authorised officer has not considered the Form-6 application in accordance to the Rules. The counsel submitted that, admitted
