JUDGMENT
The above Writ Petition (C) is filed with the following prayers:
"i. To issue a writ of mandamus directing the 3rd respondent to consider and pass appropriate orders on Exhibit P4 application within a time frame.
ii. To dispense with the translations of the documents in vernacular language.
iii. To issue such other writ, order or direction which this Hon’ble court may deem fit and proper in the facts and circumstances of this case. "

2. The petitioner is the Secretary of the Thriprayar Pannippullath Sree Annapoorneshwari Sree Vishnumaya Temple. The annual festival of the above temple is on 20.02.2026. It is the case of the petitioner that it is customary in the temple to parade elephants during the annual festival day. The petitioner submitted Ext.P4 application before the 3rd respondent seeking permission to parade elephants during the annual festival. The same is not considered, is the grievence. Hence, this Writ Petition.
