JUDGMENT
The above Writ Petition (C) is filed with the following prayers:
"i. to call for the records leading to Exhibit P6 and quash the same by issuing a writ of Certiorari.
ii. issue a Writ of Mandamus or any other Writ, Order or Direction commanding the 2nd respondent to pass appropriate orders in the proceedings initiated against the petitioner under section 13 & 23 of the Kerala Conservation of Paddy Land and Wet Land Act, 2008 within a time limit as stipulated by this Hon’ble court.
iii. declare that the petitioner is not liable to be proceeded with under section 13 & 23 of the Kerala Conservation of Paddy Land and Wet Land Act, 2008 .
iv. issue such other appropriate Writ, Order or Direction as this Hon’ble Court may deem fit and proper in the facts and circumstances of the case.
v. allow the costs. "

2. The petitioner is challenging Ext.P6 order, by which the District Collector initiated proceedings under Section 13 of the Kerala Conservation of Paddy Land and Wet Land Act, 2008 .
3. According to the petitioner, this is an order passed without giving an opportunity of hearing to the petitioner. But, a perusal of Ext.P6 order would show that a lawyer had represented the
