JUDGMENT
The above Writ Petition (C) is filed with the following prayers:
"(i) to call for the records leading to Exhibits P-4 , to quash the same by the issue of a writ of certiorari or other appropriate writ direction or order;
(ii) to issue a writ of mandamus or other appropriate writ direction (iii) or order directing the respondent to take up the matter, afford an opportunity of being heard to the petitioner and decide the case afresh, in accordance with law.
(iv) to dispense with filing of English translation of vernacular documents produced along with the WP(C). And v. to grant such other relief as this Hon’ble Court may deem fit in the facts and circumstances of the case."

2. The petitioner is aggrieved by Ext.P4 notice issued by the 2nd respondent. The application submitted by the petitioner for the issuance of a licence to run a fish stall was rejected by the Panchayat as per Ext. P4. The short point raised by the petitioner is that, Ext.P4 notice was issued without giving an opportunity of hearing to the petitioner. Hence, this Writ Petition is filed.
3. Heard the learned counsel appearing for the petitioner and the learned Standing Counsel appearing for the Panchayat.
