JUDGMENT

The above Writ Petition (C) is filed with the following prayers:

"i) Call for the records pertaining to Ext P3 application for building permit.

ii) Issue a writ of mandamus directing the 2nd respondent to issue permit for construction of boundary wall as per Exhibit P3 permit application of the petitioner within a specified timeframe, in accordance with the provisions of Kerala Panchayath Building Rules 2019.

iii) Petitioner also prays that this Honourable Court may be pleased to dispense with the translation of the vernacular documents produced in the vernacular language.

vi) Such other relief’s that this Honourable Court may deem fit and proper to grant, in the interest of justice. v) Provide cost of the proceedings. "

2. When this writ petition came up for consideration, the counsel for the petitioner submitted that the petitioner would be satisfied if a direction is issued to to consider Ext.P3 application, within a time frame.

3. Heard the learned counsel for the petitioner.

The manner in which this writ petition is going to be disposed of no notice is necessary to the respondents. If the respondents or any other affected parties are aggrieved by any of the directions issued by this Court, they are free to file a review petition before this Court.

4. Since, the prayer is only for a consideration of Ext.P3 application, there can be a direction to consider the same within a time frame.

Therefore, this writ petition is disposed of with the following directions:

i) The 2nd respondent is directed to consider Ext.P3 application, and pass appropriate orders in it, in accordance with the law, as expeditiously as possible, at any rate, within a period of 30 days from the date of receipt of a copy of this judgment.

ii) The petitioner will produce a certified copy of this judgment along with a copy of this writ petition with Exhibits before the 2nd respondent for compliance.
