JUDGMENT

This writ petition is filed with following prayers:

i. That a Writ of mandamus or other writ, direction or order be passed directing the 1 Respondent to pass orders on Exhibit-P4 complaint filed by the Petitioner within a time frame to be fixed by this Honourable Court;

ii. Considering the exigencies and necessity for urgent consideration of the grievance voiced in this Writ Petition, production of English translations of documents in vernacular, may kindly be dispensed with for the time being;

iii. That the petitioner be granted such further reliefs as that are appropriate and incidental to this Writ Petition.

2. The only prayer in this writ petition is to issue a direction to the 1st respondent to consider Ext.P4 complaint.

3. Heard the learned counsel for the petitioner and the learned Standing Counsel for respondents 1 and 2. The manner in which this writ petition is going to be disposed of, no notice is necessary to the 3rd respondent.

4. Considering the facts and circumstances of the case, I think there can be a direction to the 1st respondent to consider Ext.P4, if Ext.P4 is received and pending as on today.

Therefore, this Writ Petition is disposed of in the following manner:

1. The 1st respondent is directed to consider and pass appropriate orders in Ext.P4, if it is received and pending as on today, after giving an opportunity of hearing to the petitioner and the 3rd respondent, as expeditiously as possible, at any rate, within a period of two month from the date of receipt of a certified copy of this judgment.

2. The petitioner will produce a certified copy of this judgment, along with a copy of this Writ Petition with exhibits, before the 1st respondent for compliance.
