JUDGMENT

This writ petition is filed with following prayers:

i. Call for the entire records leading to Ext.P8 and quash the same to the extent to which it levied fees for conversion of property of the petitioner by the issuance of a Writ of certiorari or any other appropriate Writ, order or direction;

ii. Issue a Writ of Mandamus or any other appropriate Writ, order or direction directing the 1st respondent to change the category of property of the petitioner from ‘nilam’ having extent 07.73 Ares of property (19.100 cents) without payment of fees, within a time frame to be fixed by this Hon’ble Court;

iii. to dispense with the English translation of the documents produced in the vernacular language;

iv. iPass such other orders, interlocutory or otherwise, which are deemed fit and proper in the interest of justice including costs;

2. Petitioner is aggrieved by Ext.P8 to the extent to which it demands fee for conversion of property of the petitioner. When this writ petition came up for consideration on 08.01.2026, this Court directed the additional 4th respondent to measure the property of the petitioner as far as the extent of the property in his possession, and to submit a report.
