JUDGMENT
This Writ Petition (C) is filed seeking the following reliefs:
" i) To issue a writ of mandamus or any other appropriate writs, orders or directions commanding the respondents 1& 2 to consider and pass orders on the Exhibit.P1 application within a time frame to be fixed by this Honorable Court.
ii) To grant any other and such other reliefs as this Honorable Court may deem fit and proper in the circumstances of the case.
iii) To award the cost of this proceedings to the petitioner.
iv) It is also prayed that this Honorable Court may be pleased to dispense with the production of translation of vernacular documents in the above writ petition."

2. When this writ petition came up for consideration, the counsel for the petitioner submitted that, the petitioner will be satisfied, if a direction is issued to the 1st respondent to consider Ext.P1 within a time frame.
3. Heard counsel for the petitioner and the Standing Counsel appearing for the Panchayat. I also heard the counsel appearing for the 3rd respondent.
4. The counsel for the Panchayat seeks time to file a counter. I am of the considered opinion that, no counter is necessary in this case. The Panchayat can decide the matter
