JUDGMENT

Dated this the 9th day of March, 2026 The writ petition has been filed by the petitioner seeking the following reliefs:-

“i. Issue a writ of certiorari or any other appropriate order or directions, quashing Exhibit P3 G.O.(Ms) No. 172/2025/H&FWD dated 10.06.2025; as the same is discriminatory illegal and arbitrary.

ii. issue a writ of certiorari or any other appropriate order or directions, quashing the Exhibit P4 Addendum Notification dated 17.09.2025 issued by the 4th respondent PSC modifying Rank List No. 643/2025/ROQ; as the same is discriminatory illegal and arbitrary.

iii. Issue a writ of certiorari or any other appropriate order or directions or a writ of mandamus to declare that the minimum qualification for Dialysis Technician Grade II remains two years’ experience as prescribed in the Exhibit P2 Gazette Notification dated 15.06.2024 and G.O.(Ms) No. 5/2024/H&FWD;

iv. Issue a writ of certiorari or any other appropriate order or directions direct the PSC to restore, validate, and operate the Original Rank List No. 643/2025/ROQ dated 16.08.2025;

v. Direct the respondents to complete the appointment process expeditiously based on the unamended original rank list;

vi. Grant interim stay of operation of the Addendum Notification dated 17.09.2025 and all consequential proceedings.”

2. After perusing the pleadings in the writ petition and the prayers made therein, it is evident that the petitioner is agitating a matter relating to recruitment to a post under the Government of Kerala. The petitioner has an effective alternative remedy under Section 15 of the Administrative Tribunals Act , 1985.

The writ petition is therefore dismissed granting liberty to the petitioner to approach the competent Tribunal.
