JUDGMENT

This Writ Petition (C) is filed seeking the following reliefs:

" (i) call for the records relating to Exhibits P-1 and P-2 and set aside the originals of the same to the extent it failed to sanction the admissible post of Librarian and Clerk by the issue of a writ of certiorari or other appropriate writ or order.

(ii) call for the records relating to Exhibit P-8 and set aside the original of the same by the issue of a writ of certiorari or other appropriate writ or order.

(iii) issue a writ of mandamus or any other appropriate writ, order or direction directing the Respondents to sanction the admissible posts of Clerk and Librarian in the Higher Secondary Sections of SSV GHSS Chirayinkeezhu and SNV HSS Varkala strictly in accordance with Chapter XXXII of the Kerala Education Rules.

(iv) issue a writ of mandamus directing the Respondents to approve the appointments of Respondent Nos.6 to 8 with effect from their respective dates of appointment, with all consequential benefits including salary and service benefits.

(v) issue a writ of mandamus directing the Government to consider and dispose of Exhibit P-9 Revision Petition within a time frame to be fixed by this Hon’ble Court, after affording an opportunity of being heard to the Petitioner.

(vi) pass such other order or direction which this Hon'ble Court may deem fit and proper to grant in the circumstances of the case."

2. When this writ petition came up for consideration, the counsel for the petitioner submitted that the petitioner will be satisfied if a direction is issued to the 1st respondent to consider Ext.P9 revision within a time frame.

3. Heard the Government Pleader also.

4. The manner in which this petition is going to be disposed of, no notice is necessary to the respondents 6 to 8. If they are aggrieved by any of the directions issued by this Court, they are free to file a review petition before this Court. After hearing the counsel for the petitioner and the Government Pleader, I think there can be a direction to consider Ext.P9 within a time frame.

Therefore, this writ petition is disposed of with the following direction:

1. The 1st respondent is directed to consider Ext.P9 and pass appropriate orders in it, after giving an opportunity of hearing to the petitioner and respondents 6 to 8, as expeditiously as possible, at any rate, within a period of three months from the date of receipt of a certified copy of the judgment.
