J U D G M E N T

Dated this the 5th day of March, 2026 Petitioner is aggrieved by the non-issuance of the revenue certificates sought for by him for the purpose of renewal of a quarrying permit. Ext.P3 is the application preferred by the petitioner, which was submitted along with the prior documents. The same is not being acted upon, is the grievance. The reason stated is that the petitioner's property was earlier a plantation, exempted under the Kerala Land Reforms Act .

2. Learned counsel for the petitioner would submit that the issue involved in this Writ Petition has already been covered by a series of judgments of this Court, including Devassia R.V. and Another v. Sub Registrar, Idukki, and Others [2015 (1) KHC 805] , which has been followed by this Court recently in W.P.(C)No.1192/2026.

3. Learned Government Pleader has no quarrel with respect to the above legal position.

4. In the circumstances, there will be a direction to the 1st respondent/Village Officer to issue the revenue certificates sought for by the petitioner, in accordance with law, uninfluenced by the fact that the property in question was earlier a plantation exempted under the Kerala Land Reforms Act . The above exercise shall be completed within a period of three weeks from the date of receipt of a copy of this judgment. Petitioner will produce a copy of the judgment before the 1st respondent/Village Officer, for compliance.

The Writ Petition (Civil) will stand allowed as indicated above.
