J U D G M E N T
The petitioner is stated to be the Secretary of the Padasekhara Samithy. Pursuant to the directions of this Court in Ext.P1 judgment, the respondents therein were directed to reconstruct certain bunds/culverts with the assistance of the Block/Grama Panchayat. The case of the petitioner is that, only two culverts were constructed, and no steps were taken for carrying out repair/renovation of the major culvert and the bund. On account of this, the petitioner states that the flooding in the area is unremedied. The petitioner relies on Ext.P5 report prepared by the 4th respondent Agriculture Officer, as per which, emergent steps required to be taken for ensuring free flow of water so as to carry on agricultural activities in the padasekharam. The petitioner has approached this Court seeking directions to respondents 2, 3 and 5 to take note of the report at Ext.P5 and to take remedial measures within a time frame.
